I'd vote for as is. If it's optional to store in the database to meet others needs, that would be the best option. Database bloat is a big concern, while disk based is easily moved around as needed.

I vote to leave it as-is, as other features and bugs are a higher priority. It would be a nice-to-have feature for those that need/want it, but a low priority.

I want to second the request to not require the web.config to be writeable. I can't take the project to the Prod servers without that being changed. :-(
