Not that I want you to work off the clock, but great idea thanks. I'm looking at BugNET as a FogBugz alternative too, and am so far very impressed with the quality of the application. In a business setting, having a centralized repository of knowledge on how things are done and best practices is invaluable, and wiki's are superb for that, and a natural complement to the task/issue tracking function.
If you don't have time to work on it, can you post what you've done so far so the rest of us can pitch in? Sounds like you've put a dent in it at least. Regarding the license discrepancy, it might make more sense for the BugNET core team to contact PHPNuke about using their code under a different license.
