Bug: Change user password from another account doesn't work (0.7.891.0)

I was trying to change a password for another user and the new password would not save. After logging in/out and trying multiple times to change the user's password, I did a "Forgot Password" and when the email arrived, the password was still the same. A user changing their own password seems to work though. The account I was using to change the password was a super user account.
